State House Advances Budget Plan; Adds Funds for POWER Library & State Library

First Proposed Library Increases Since 2007-08

The Pennsylvania House of Representatives, by vote of 108-92, passed a state budget plan for next year that includes some good news for library services. This is an important and positive step, but only the next step and by no means final. This bill—House Bill 1437—now moves to the State Senate.

For libraries, HB 1437 proposes to level-fund the Public Library Subsidy ($53.5 million) and Library Services for the Visually impaired and Disabled ($2.5 million) while increasing Library Access by $500,000 (17.7% increase) and modestly increasing the State Library by $29,000 (1.5% increase.) The proposed increase for the Library Access line item is a particularly good sign since PaLA has been pushing hard for several years to rebuild POWER Library after the damage done by budget cuts. This increase will not solve the problem overnight but can go a long way toward restoring a vital online resource for Pennsylvania library users, especially students.

Now, we need your help! These proposed increases can become reality, but only if you Take Action. With HB 1437 passing the State House, we now see a real chance for some specific, tangible improvements despite a tight budget and state revenues falling below projections.
